For the college student developer, Microsoft has their DreamSpark program where you can get a free copy of VS Pro 2008, SQL Server, Windows Server, Expression Studio, etc.
For software development businesses just getting started, Microsoft has their BizSpark program where you basically get an MSDN subscription with some production licenses for three years with a program exit cost of just $100. There are restrictions on how long the company has been around and how much the company's annual revenue are to qualify.
